Done: cabot-20031030.tar.gz is just released.  It's available from
http://savannah.nongnu.org/download/cabot/unstable.pkg/20031030/ , along
with a gpg signature.  Peter has improved ca-createsendout(1): it
behaves more sane when offered bogus keyid's.  Furthermore, work has
been done by him on handling high-bit ascii in UIDs.

Some suggestions and patches sent have been implemented: thanks to all
for giving feedback!
