Tried again with cabot-20030803. This gives:
cabot@nagy:~% ca-sendout
Sending mail to Aigars Mahinovs <aigarius@lintech.lv>
gpg: 969457F0: skipped: public key not found
gpg: [stdin]: encryption failed: public key not found
cabot@nagy:~% gpg --recv-key 969457F0
gpg: key 969457F0: public key "Joost van Baal <joostvb@mdcc.cx>"
imported
gpg: Total number processed: 1
gpg: imported: 1
This fixes it: now that the cabot user has my personal private key,
mail gets sent out. Pff...
Conclusion: please fail gracefully if encryption fails, due to e.g. lack
of owner's public key.
Bye,
Joost
