For me, a

 touch NEWS && ./bootstrap && ./configure && make dist

works.  Could you try that?

What versions of autoconf and automake are you running?  I have autoconf
2.59-2 and automake1.7 1.7.9-3.  (automake1.4 1.4-p6-8 and automake1.8
1.8.2-1 are installed here too.)
