Bug#289417: use separate gpg-homedir for cabot

Using the `--homedir' option of GnuPG is easy enough, but the default
location is a matter of taste -- so maybe rather a configuration
variable for that, defaulting to $CONFIG{'cabothome'}/gnupg.
