Echolot 2.0.10 released

Echolot 2.0.10 fixes two minor bugs.
The first one occured when echolot could not open the incoming Maildir
mailbox. While it checks for this error the function returned "0"
instead of "undef". This resulted in a perl error (Can't use string
("0") as an ARRAY ref). Also Carp.pm was not included in Storage.pm
causing perl to fail hard if Echolot tried to call confess (which should
halt the program giving a back trace).

Echolot <http://www.palfrader.org/echolot/> is a pinger for anonymous
remailers.
A Pinger in the context of anonymous remailers is a program that
regularly sends messages through remailers to determine their status.
Based on the responses, the Pinger calculates reliability statistics
which may be used by remailer clients to choose a chain of remailers to
use.
Furthermore, Echolot collects configuration parameters and keys of
remailers and offers the collected information in a format readable by
remailer clients. This helps reduce the administration effort required
to use or host remailers.
