Sending to the server a Surb message with no surbs instructs him to 
forget about
all the surbs of the account. This is specified, but has not been tested. You
can try "nymbaron send-surb -n <nick> -N 0" then send new surbs. We should add
a specific command, test this feature in our implemantation, warn when it is
used and of course document it.
